[Phnom Penh, Cambodia, August 14, 2025] the Royal Government of Cambodia and Huawei Technologies (Cambodia) jointly executed a Memorandum of Understanding for technical collaboration aimed at enhancing electrical efficiency and advancing renewable energy deployment.
His Excellency Keo Rottanak, Minister of Mines and Energy of Cambodia, articulated that the partnership will yield tangible benefits—ranging from superior, safer solar solutions to intelligent grid systems capable of integrating increased volumes of renewables. “This initiative will catalyse investment in projects that meet international standards, while nurturing opportunities for our students, engineers, and local enterprises,” His Excellency affirmed during the ceremony.

He further underscored the pivotal role of the collaboration in engaging Cambodian universities and training centres, thereby involving engineers, technicians, and students in cultivating next-generation expertise in ICT and renewable-energy disciplines.
Representing Huawei, Mr. Zhou Jian Jun, Vice President of Huawei and President of Global Marketing, Sales and Services of Huawei Digital Power, pledged to work hand in hand with Cambodia’s Ministry of Mines and Energy to strengthen national capabilities in solar power, energy-storage systems, electric mobility, and ICT, while introducing advanced digital-power solutions. He reaffirmed the shared ambition of accelerating Cambodia’s energy strategy and achieving its decarbonisation commitments.

Mr. Zhou remarked that Huawei’s vision reaches beyond technology itself, encompassing community development and environmental responsibility, with the aim of fostering a sustainable energy ecosystem rooted in innovation, knowledge-sharing, and broad stakeholder engagement. He concluded by underscoring Huawei’s unwavering commitment to Cambodia’s green transition, with a focus on driving innovation, cultivating talent, and transferring global expertise to support the nation’s long-term clean energy ambitions.
Reflecting on the earliest Memorandum of Understanding signed in 2022, His Excellency Rottanak described it as having laid the foundation for the current phase—shifting from trial initiatives to broader implementation across the nation’s energy landscape. He cited noteworthy achievements, such as enhanced rooftop solar safety, technical workshops, and the deployment of Cambodia’s first grid-forming battery system, which in December became the first overseas project of its kind to receive TÜV SÜD certification—setting a global benchmark.

By combining advanced technologies—such as smart distribution and digital grid management—with immersive training, the partnership will strengthen the technical capacity of Cambodian companies and enhance their appeal to investment, notably from China’s clean energy financiers.
